RAISE WesMin Program Marks a Milestone with Successful Year 1 Annual Monitoring and Evaluation

The DOST-PCAARRD TTPD Year 1 Annual Monitoring and Evaluation was successfully conducted on December 18, 2024, signifying a key achievement for the RAISE WesMin program. This event followed the unveiling of the IPTBM markers for various IPTBM projects, underscoring the program’s ongoing efforts to enhance research and technology transfer initiatives.

Following the unveiling, the DOST-TTPD team, alongside the staff of the CMIs of RAISE WesMin—Jose Rizal Memorial State University (JRMSU), JH Cerilles State College (JHCSC), Philippine Rubber Research Institute IX (PRRI IX), Zamboanga State College of Marine Sciences and Technology (ZSCMST), and Western Mindanao State University (WMSU)—gathered at the WMSU-CCS Amphitheater for the presentation of the Annual Accomplishment Report.

The event commenced with a warm welcome address from Dr. Reynante E. Autida, RAISE Program Leader. This was followed by an inspirational message from the University President, delivered by Dr. Berhana Flores, WMSU’s Chief of Staff. The core of the event featured the presentation of project components, providing valuable insights into the progress and accomplishments of the RAISE WesMin program.

Key updates were shared by project leaders:

  • Miss Lucy Felix Sadiwa, Regional KMH Project Leader, highlighted the RAISE database and Communication Plan under Project 4: KMH Project.

  • Engr. Arvic Francisco, IPTBM Project Leader, and Atty. Ma. Pilar Luisa Elago, ITSO Manager, discussed patent drafting and commercialization initiatives under Project 1: Regional and Institutional IPTBM.

  • Dr. Norqueen T. Dumadaug, Regional ABH Project Leader, showcased business plan developments and training sessions under Project 2: Regional ABH.

  • Engr. Swidin S. Husin elaborated on co-incubation initiatives and acceleratee updates under Project 3: Regional and Institutional ATBI.

  • Dr. Reynante E. Autida provided a consolidated program update, summarizing the overall progress of the RAISE WesMin Program.

The DOST-TTPD team, led by Director Noel Catibog, provided their evaluations and recommendations, emphasizing the need for consistent reporting on accomplished targets among CMIs. Director Catibog commended the dedication of project leaders and staff in achieving their objectives while encouraging them to surpass DOST-PCAARRD’s set targets for greater stakeholder impact.

To further strengthen program effectiveness, Ms. Mary Ranzelle Pasang outlined key insights for the program’s future direction:

  1. Focus Beyond Numbers – Prioritize quality and sustainability over numerical achievements.

  2. Technology Roadmap Development and IP Inventory Review – Identify technologies with strong commercialization potential.

  3. Frequent Meetings – Encourage collaboration and continuous problem-solving.

  4. Branding and Communication – Leverage RAISE-branded materials and develop an AVP for outreach and visibility.

  5. Support ford CMIs – Extend assistance to CMIs requiring additional guidance.

The Year 1 Annual Monitoring and Evaluation of RAISE WesMin was a resounding success, reflecting the commitment and achievements of all participating institutions. Director Noel Catibog’s words, “Competence through practice builds confidence,” served as a guiding principle throughout the event.

The program concluded with the awarding of tokens and certificates of appreciation to the DOST-PCAARRD guests, recognizing their invaluable contributions to the program’s progress and success. This milestone reinforces RAISE WesMin’s dedication to advancing research and innovation for the benefit of its stakeholders and the broader scientific community.
